The still-vivid memory of the eruption

The 2014 eruption destroyed much of the housing and crops in Chã das Caldeiras, forcing dozens of families to rebuild their lives elsewhere on the island. More than a decade later, some of those families are still in temporary or rented housing, waiting for a permanent solution. For many of them, the new plot scheme represents the first real chance to get their own piece of land since the disaster.

A model of gradual development

The municipal plan envisages handing over plots with basic water and electricity infrastructure, leaving construction of the house itself to each beneficiary family, under an assisted self-build model similar to that used in other social programmes across the archipelago. This approach reduces the initial cost to the council, though it shifts onto families the responsibility of funding construction in phases, according to their own means.

Comparison with social housing in Sal

The price of serviced plots in São Filipe, around 800,000 CVE, is comparable to similar schemes in Espargos, on the island of Sal, though the context differs: here the priority is repairing the damage from the eruption rather than curbing tourism-driven property speculation. Sector analysts note that both programmes share the same shortcoming, an insufficient number of plots against pent-up demand.

Residents want certainty on timing

Residents' associations from São Filipe's outlying neighbourhoods have asked the council for a detailed timetable for handing over the plots, along with clear, public allocation criteria. Their fear, they say, is that the announcement will remain a statement of intent with no real follow-through, as has happened with other municipal promises in the past. The Câmara Municipal has responded that it plans to publish the final list of beneficiaries shortly.
