Beyond the purchase price, young people in Ribeira Grande cite mortgage lending conditions as an additional barrier, particularly those on temporary or part-time contracts in tourism or services. Local banks demand minimum deposits that many young families take years to put together, an obstacle on top of finding a reasonably priced home. This combination explains why the average age of first-time buyers in the municipality has risen markedly.

The municipality looks for affordable housing solutions

The Câmara Municipal de Ribeira Grande has begun exploring, together with the Regional Government of the Azores, affordable-housing schemes aimed specifically at young people who live in the municipality. Both new developments on public land and rent-to-buy arrangements are being studied, though no concrete initiative has yet begun. Municipal officials admit that, without such measures, the municipality risks losing young people to the island's capital.

Ponta Delgada, a destination with its own limits

Young people who choose to move to Ponta Delgada in search of rental housing find a wider market there, but one also under its own price pressures stemming from tourism and the concentration of services and jobs in the capital. Several of these young people admit the move only partly solves the housing problem, since rents there are equally high relative to their income. This internal migration between municipalities on the same island shows just how far the shortage of affordable housing has spread beyond a single urban centre.
