A city with no room to grow

São Filipe stretches along a narrow strip of land between the cliff facing the Atlantic and the first slopes of Pico do Fogo, leaving very little flat land available for new building. This geographical constraint forces any urban expansion onto sloped plots, driving up construction costs. Municipal technicians acknowledge that the capital's room for horizontal growth is practically exhausted. Estate agents and local authorities agree that this structural land shortage is the main cause behind the sustained rise in prices.

The weight of the informal economy

Many young people in São Filipe work in the informal sector, without a stable contract or regular income they can prove to a bank, which makes getting a mortgage extremely difficult. This pushes many to rely solely on family savings or occasional remittances from relatives abroad to even consider buying a home. The few banks present on the island maintain lending criteria that local people consider strict. For many young people, the lack of access to formal financing is an even bigger obstacle than the price of housing itself.

Social housing schemes, an insufficient response

In recent years, authorities have launched social housing schemes aimed at young families with limited means, although the number of units built falls well short of demand in the municipality. Waiting lists for these homes stretch on for years, municipal officials admit. Residents' associations are calling for a substantial expansion of these programmes, along with easier access to land for assisted self-build. In the meantime, many young people in São Filipe continue to meet their housing needs individually and with their own resources.

The comparison with Praia

Many young people leaving São Filipe choose the capital, Praia, first, before considering a destination outside the country, drawn by a somewhat broader job market and rental prices that, while also high, offer more variety than Fogo's. This intermediate step of internal migration has become a common pattern among the island's young population. Estate agents in Fogo note that the comparison with Praia has become a recurring argument among those weighing whether it is worth waiting to buy on their home island. For many young people, however, neither Praia nor São Filipe currently offers easy access to housing.
