Graciosa, known as the white island for the colour of its houses and designated a UNESCO Global Geopark, has one of the smallest property markets in Europe. On an island of only a few thousand inhabitants, a single sale carries enough weight to move the average-price statistics on its own, according to real-estate sources.

A market you can count on one hand

Agencies operating on the island report a handful of transactions a year, far below the volumes seen on São Miguel or Terceira. That scarcity of supply explains why prices react sharply to any single sale, with year-on-year rises that, according to the limited data available, exceed the archipelago's average in years when a significant deal is recorded.

White houses and windmills: an appeal that is starting to add pressure

Its status as a geopark and growing tourist interest in its landscape of vineyards, windmills and the Caldeira have sparked interest among some foreign buyers in the traditional white houses of Santa Cruz da Graciosa, which they restore for their own use or for tourism, according to estate agents consulted.

The lack of services: both a drawback and a draw

Dependence on sea transport and limited healthcare provision keep structural demand low, although paradoxically these same factors are also part of the appeal for those seeking peace and isolation, municipal sources note.

Ageing population and inherited housing

As on other smaller islands in the archipelago, much of Graciosa's housing stock is in the hands of heirs who no longer live there, many of them emigrants, leaving numerous houses shut up and off the active market for years at a time.

What the local authority is doing

The Santa Cruz da Graciosa Câmara Municipal maintains incentives to attract new residents and has stepped up support for housing renovation, although it acknowledges that the challenge of retaining population competes with slow-moving inheritance processes and a shortage of construction labour.
