The regional housing context

The Azores have spent several years facing a sustained rise in housing prices, driven partly by tourist demand and by the scarcity of developable land on several islands of the archipelago. São Jorge, traditionally less affected than São Miguel or Terceira, is beginning to see similar pressures in its two main urban centres. The Governo Regional believes that acting pre-emptively is more effective than waiting for the situation to worsen. Officials say the extension of this support reflects that logic of anticipation.

How to apply for the support

Interested residents must prove income below certain thresholds and submit their application through the offices of the Secretaria Regional da Habitação. The subsidy is calculated based on the difference between market rent and a percentage of household income. The reserved public-development homes will be allocated through a points system that prioritises young families and those already living on the island. According to the Governo, the administrative process will be up and running before the end of the year.

Other islands as a benchmark

Terceira and São Miguel rolled out similar rental support mechanisms some years ago, with results regional authorities themselves describe as moderately positive. On those islands, the measure helped curb the departure of young people to mainland Portugal, though it failed to fully halt the rise in sale prices. The Governo Regional hopes that in São Jorge, with a smaller market, the proportional impact could be greater. Municipal representatives from Velas and Calheta have also called for a boost in land available for new construction.

Scepticism from the real estate sector

Several estate agents on the island insist that rental support does not tackle the main cause of rising prices, which they attribute chiefly to the shortage of supply and growing interest from buyers from outside the island. They believe that without more construction or renovation of housing, the measure's effect will be limited over time. Even so, they acknowledge it may ease the situation for specific families in the short term. The Governo Regional maintains that this is a complementary measure within a broader strategy still under development.
