Estate agents in Mindelo describe a typical Cape Verdean buyer living in the Netherlands who tends to purchase property with an eventual return after retirement in mind. Many of these buyers leave family members on the island to handle the transaction, since they can only visit Mindelo during holidays. Agents note that this type of buyer particularly values proximity to the historic centre and the municipal market area. Some estate agencies have begun offering remote advice, including virtual viewings, to make it easier to decide from outside the country.

The United States and Portugal, other centres of demand

Alongside the Netherlands, Cape Verdean communities settled in Massachusetts and Rhode Island, as well as in Lisbon and its metropolitan area, represent another significant source of buyers for the Mindelo market. These buyers often rent out part of the property until they return permanently, supplementing their initial investment. Local developers confirm that some new-build projects are marketed directly at diaspora-focused property fairs in these cities. Together, these three sources make the diaspora one of the main drivers of the city's property market.

The Mindelo neighbourhoods most affected by this demand

Areas such as Monte Sossego, Fonte Filipe and certain streets near the historic centre account for a large share of transactions linked to diaspora buyers, according to agents consulted. In these neighbourhoods, average prices have risen more sharply than in other parts of the city with a lower presence of this type of buyer. Long-standing residents in these areas say it is becoming increasingly difficult to find affordable rental housing. The Câmara Municipal acknowledges that it is closely monitoring price trends in these specific neighbourhoods.

Developers designing tailor-made offerings

Some developers in Mindelo have begun including features in their projects specifically designed for the diaspora buyer, such as larger floor plans to accommodate visiting relatives or shared spaces geared towards residential tourism. Industry representatives say this type of buyer often pays in cash or arranges financing from their country of residence, which speeds up transactions. This steady demand, they note, has helped sustain the pace of new developments even during periods of weaker local economic activity. The challenge, they add, is ensuring this dynamic does not price lower-income residents out of the market.
