Several under-35 residents consulted in Velas agree that saving for a deposit has become almost impossible on the island's typical salaries. Many choose to keep living with their parents past the age of thirty or to share a rental with other young couples. Some say they have given up outright on the idea of buying in the municipality and are considering moving to other parts of the island with more moderate prices. São Jorge's youth association has raised this concern with the Câmara Municipal on several occasions.

Rising housing costs in Velas follow a trend similar to that seen in Horta or Angra do Heroísmo, though with lower average salaries due to the smaller footprint of sectors such as international tourism. Real-estate analysts say the gap between local purchasing power and the island's appeal to outside buyers explains much of the current strain. In Horta, protected-housing measures have partially eased the problem, something still under study in Velas. The council acknowledges it is watching those experiences before designing its own measures.

Câmara Municipal officials admit the number of beneficiaries in the municipality is small compared with actual demand. The possibility of supplementing regional support with a specific municipal scheme for under-35s has been raised. For now, the proposal has no budget allocation.
